This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No 585 of 30 June 2002.
The Islamic Transitional State of Afghanistan (ITSA) has received a credit from the International Development Association (IDA) in the amount of USD 105 million towards the cost of the Emergency Transport Rehabilitation Project (Credit 37355 AF) and now intends to apply a portion of the proceeds of this credit towards eligible payments under a contract for a consultancy to study the existing power supply system at Kabul International Airport (KIA), design tentative systems for the short term and the long term needs, develop a detailed design and cost estimates for the short term and prepare tender documents for contract award.
The consultant will work closely with the Ministry of Civil Aviation and Tourism (MCAT) of Afghanistan and the ISAF. The Afghanistan Reconstruction and Development Services (ARDS) of the Ministry of Reconstruction, on behalf of MCAT now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may associate to enhance their qualifications.

Background
KIA had originally a guaranteed and continuous power supply to the airport compound from two different 110 kV transmission providing 15 KV electrical feeders.
Four 600 KVA transformers used to transform the electricity to 6 kV distribution network in a radial and ring arrangement. KIA central station distributed radically to the other 14 substations and control centers, while many of the critical load substations were well connected in ring arrangements to other substations, or to the main 15/6 KVA station. Each substation had one to two transformers to convert the electricity from 6 kV to 480 V. The well designed and extensive electrical system was destroyed during the wars.
Only one main 15 kV line is currently linked to the main KIA electrical station, and only two out of the original 18 cables between the 14 substations are still in place. Currently, many of the airport systems are running on standby generation.
Rehabilitation of the electrical system and ensuring an uninterrupted power supply with adequate back up system is necessary to provide reliable electrical power supply to operate the international airport at the standards required by the International Civil Aviation Organization.

Scope of the Assignment
The detailed scope of works of the consultancy service is:

? Survey the existing electrical networks of KIA and assess their condition
? Collect data on the ongoing and proposed infrastructures or facilities and their power needs.
? Prepare necessary plans of the airport area concerned with electrical layouts including conducting surveys for plans and important levels.
? Assess power needs of the existing facilities at KIA.
? Assess future needs for power supply in the short term and long terms.
? Assess the available capacity of the existing city supply and future plans of the Kabul Municipality for power supply.
? Propose the power supply system for KIA with back-ups so that an uninterrupted and reliable power supply is maintained for operations of KIA to international standards for the appropriate category airport.
? Develop a detailed design for the power supply for the short term for KIA, prepare cost estimates and bidding documents based on post qualification system including:
Detailed plans, drawings and specifications of the existing and proposed electrical network including electrical intakes, connectivity of the cables, transformers, automatic switches, MBD, emergency power system and other accessories.

Note: The source of funds for the civil works will be from the government’s own sources, so the bidding documents shall need to comply with the prevailing Afghanistan government procurement regulations. This shall need to be determined during negotiations with the selected Consultant.

Staffing and Work Plan

The following staffing is estimated:

? One senior level electrical engineer (Team leader) for 2.5 months, with sound, recent experience of managing similar projects as well as relevant academic qualifications such as BSc in Electrical Engineering
? Two junior electrical engineers for a total of four months.
? One fully qualified surveyor for 15 days, complete with all requisite equipment.
? One fully qualified CAD operator for one month.

Reporting Requirements

The following reports shall be submitted by the consultant:

? Inception Report within one week of contract signature.
? Field Survey and Investigation results and a tentative plan and design for the short term, medium term and the long term within four weeks from the date of contract signature.
? Detailed design for the power supply system for the short term within six weeks from the date of contract signature.
? First draft report and workshop within Eight weeks from the contract signature.
? Final report within ten weeks from the date of contract signature.

All reports must be in the English language.

The reports at each stage shall be submitted in three copies except for the final report which shall be submitted in ten copies in hard as well as electronic copies.

The Consultant shall be required to maintain close coordination with MCAT’s nominated representative to ensure the timely completion of the assignment.

The MCAT will provide a furnished, equipped (with computers and standard printers) office space in the ministry, and will ensure that engineers and technicians are available to work alongside the consultant’s staff, thus gaining valuable experience. The ministry does not have a CAD-suitable printer but will assist the Consultant find one in the private sector if required. The ad hoc payments for transport, and all other incidentals will be the responsibility of the consultant’s staff. Arrangements for living accommodation in Afghanistan will be the responsibility of the consultant, but the costs will be recovered by the consultant under the terms of the contract. The MCAT will provide the Engineers with copies of all available transmission, sub-transmission, distribution, substation and generating station drawings and maps for the airport.

The Consultant must demonstrate the capacity and capability to undertake this assignment within the time-frame specified so details of similar tasks undertaken by the Consultant and nominated staff must be provided along with contact details of the project employers.

The Consultant’s staff shall demonstrate adequate competence and experience in their speciality as described generally above. All the work, which is to be performed under the consultancy contract, should be carried out in Kabul, with minimum home office support as appropriate. Consultant’s staff must have completed similar work assignments for other developing countries. Each must have a full command of spoken and written English, and be computer literate and capable of preparing all technical documents on site. It is anticipated that the total assignment will take about 8 staff-months over a 2.5 month period.

The selected firm may be invited to quote for the supervision of the civil works once the funding for this activity has been confirmed

The consultancy will be selected in accordance with procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999, and May 2002), and shall be a selection based on consultants’ qualification (CQ).

MCAT, with the assistance of ARDS, shall establish a shortlist and select the firm(s) with the most appropriate qualification and references based on the criteria of: (i) consultants’ experience (weightage of 40 per cent); (ii) qualification and experience of key personnel (weightage of 40 per cent); and (iii) responding to the preliminary TOR as above (weightage of 20 per cent).

Expressions of interest must be delivered or sent by e-mail or mail to the address below, no later than 1700 hours (Afghan time) on 14 December, 2004, quoting reference MCAT/297 on all documents and emails.
